On the basis of constructing a multi-level evaluation index system of sluice safety, the connection number and set pair trend in the theory of set pair analysis are introduced into the safety evaluation. Through combinatorial weighting of subjective and objective indicators, the safety situation and development trend of sluice operation can be evaluated in qualitative and quantitative senses.
