Abstract: As a strategic issue in resources and environmental problems in the progress of rapid urbanization of China, water eco-civilization has received extensive concerns across all fields of the society. The index system for a water eco-civilization city is of guiding importance to construction, and is also an indispensable basis for evaluation. In this paper, the index systems for water eco-civilization city proposed by some pilot cities inclusive of Jinan and Suzhou, and two provinces including Shandong and Jiangsu, as well as the Ministry of Water Resources, are analyzed and compared. The main problems in these index systems are expounded. Finally, specific suggestions to improving the index system of water eco-civilization city are presented from aspects of effectiveness, completeness, normalization and evaluation methodology.
