水利部长江中下游河湖治理与防洪重点实验室,是依托雷电竞体育 的国家非营利性科研机构。2006年7月经水利部批准认定成立水利部江湖治理与防洪重点实验室;2021年1月经水利部重点实验室改革重组后,实验室名称调整为水利部长江中下游河湖治理与防洪重点实验室。

研究方向:

1. 河湖治理与水沙资源综合利用理论与技术。包括:流域坡面侵蚀及产输沙、中长期河湖系统多尺度演变、河湖治理方案与防护技术、水沙资源分布及评估、水资源优化配置、水沙资源综合利用等。

2. 防洪减灾与水沙调控技术。包括:洪涝灾害防治与预警预报、山洪灾害监测预警与调控、洪水资源化利用、防洪工程抢险加固、崩岸治理、水工程联合调度关键技术及系统研发等。

3. 环境变化对流域防洪及生态环境影响机理与对策。包括:变化环境对流域防洪及生态环境的累积性影响、重要水源地保护研究与示范、重要物种迁移扩散规律及保护对策、梯级水库群生态效应监测评价、引调水工程的水生态环境影响评估及缓解对策等。

4. 河湖水域岸线保护技术。包括:重要河湖滨水区域生态环境变化规律、长江流域河湖功能区划及功能评估、河湖岸线洲滩生境修复、河湖生态岸坡综合治理、河湖水域岸线管理体制与机制、河湖四乱快速立体监测评估、河湖岸线动态监管技术等。

人才队伍:

实验室现有固定人员50人,其中具有博士和硕士学位以上人员94%,“百千万人才工程”国家级人选1人、国家高层次青年人才3人、享受国务院政府特殊津贴专家2人,省部级人才或荣誉称号30余人次,已培养研究生200余人。逐步在江湖治理、防洪减灾、水沙资源利用、大型水利水电工程建设运行影响、水库群泥沙联合调度、水土流失与治理、水环境及空间信息利用、水利血防及水生态修复等方面创建省级或院级创新团队和创新工作室,聚集和稳定了一批优秀中青年人才。

业绩成果:

承担国家科技支撑计划等各类国家级和省部级科研项目200余项,承担长江经济带与黄金水道建设、长江中下游河道整治、南水北调中线工程等国家和行业重大工程关键技术研究项目500余项;承担各类河流规划、设计、咨询与论证类项目1000余项。出版专著30余部;发表学术论文1500余篇;获国家发明专利40余项,主编或参编国家与行业标准、规程规范10余部。研究成果获国家级奖励3项,省部级奖励50余项。多项研究成果达到国际领先或先进水平,在国内外相同学科领域实验室中居于先进行列。

The Key Lab of River and Lake Management and Flood Control in the Middle and Lower Reaches of the Changjiang River of the Ministry of Water Resources (MWR) is a non-profit scientific research institution affiliated with the Changjiang River Scientific Research Institute of the Changjiang Water Resources Commission of MWR . In July 2006, it was approved by MWR to establish the River and Lake Management and Flood Control Key Laboratory of MWR. In January 2021, after the reform and reorganization of the MWR Key Laboratories, the laboratory was renamed as the Key Lab of River and Lake Management and Flood Control in the Middle and Lower Reaches of the Changjiang River of (MWR).

 

Research Fields:

1. Theories and Technologies in River and Lake Management and Comprehensive Utilization of Water and Sediment Resources. It includes: watershed slope erosion and sediment production and transport, medium and long-term multi-scale evolution of river and lake systems, river and lake management plans and protection technologies, distribution and assessment of water and sediment resources, optimization of water resource allocation, and comprehensive utilization of water and sediment resources.

2. Flood Control and Disaster Reduction and Water and Sediment Regulation Technologies. It includes: flood and waterlogging disaster prevention and early warning and forecasting, monitoring and early warning and regulation of mountain flood disasters, utilization of flood resources, emergency reinforcement of flood control projects, bank slope collapse control, and key technologies and system development for the joint scheduling of water projects.

3. Mechanisms and Strategies of Environmental Changes on Watershed Flood Control and Ecological Environment Impacts. It includes: cumulative impacts of changing environments on watershed flood control and ecological environment, research and demonstration of protection for important water sources, migration and diffusion patterns and protection strategies for key species, monitoring and evaluation of ecological effects of cascade reservoirs, and assessment and mitigation strategies for the impact of water diversion projects on the water ecological environment.

4. River and Lake Waterfront and Shoreline Protection Technologies. It includes: patterns of ecological changes in important river and lake waterfront areas, functional zoning and assessment of river and lake functions in the Changjiang River basin, habitat restoration of river and lake shorelines and sandbars, comprehensive management of river and lake ecological slopes, management systems and mechanisms for river and lake waterfront and shorelines, rapid monitoring and assessment of river and lake "four disorders," and dynamic supervision technologies for river and lake shorelines.

 

Talent Team:

The laboratory currently has a fixed staff of 50 people, among whom 94% hold doctoral and master's degrees, 1 is the national candidate of the National People's Ten Thousand Talents Program, 3 are national high-level young talents, 2 are experts enjoying the special government allowance of the State Council, and more than 30 have received provincial and ministerial-level talents or honorary titles. Over 200 graduate students have been trained. Gradually, provincial or institute-level innovation teams and studios have been established in areas such as river and lake management, flood control and disaster reduction, water and sediment resource utilization, impacts of large hydropower and water conservancy project construction and operation, sediment joint scheduling of reservoir groups, soil erosion and management, water environment and spatial information utilization, water conservancy combined with schistosomiasis control system and water ecological restoration, gathering and stabilizing a group of outstanding young and middle-aged talents.

 

Achievements and Results:

The laboratory has undertaken over 200 national and provincial-level scientific research projects, and more than 500 key technical research projects for major national and industry projects such as the construction of the Yangtze River Economic Belt and the Golden Waterway, and the regulation of the middle and lower reaches of the Changjiang River, as well as the South-to-North Water Diversion Middle Route Project. We also undertaken over 1000 planning, design, consulting, and argumentation projects for various rivers. More than 30 monographs have been published; over 1500 academic papers have been published; more than 40 national invention patents have been obtained, and over 10 national and industry standards, regulations, and specifications have been edited or co-edited. The research results have won 3 national awards and over 50 provincial and ministerial-level awards. Many research achievements have reached the international leading or advanced level, placing the laboratory at the forefront among laboratories in the same discipline fields both domestically and internationally.
